Whammie Elves are a group of elves who live under the Orchid Bay Movie Theater because they get a rush when an audience reacts to a big action scene. They keep tabs on everyone on the city and act like managers, offering deals to the people and monsters who visit them for info. According to one of them, they've done lots of deals with Pirados Demons.
